Here’s a recap of Greenville County Council’s Nov. 5 meeting.
Second approval: Multiple tax incentive measures

Council approved the second reading of several resolutions involving fee-in-lieu-of-tax (FILOT) agreements for several economic development projects around the county.
Five resolutions involved a $19.6 million project by Southpoint Commerce Center LLC for a 23-acre development with five industrial buildings ranging from 25,000 to 100,000 square feet near the South Carolina Technology and Aviation Center in Greenville.
Five other resolutions involved projects totaling more than $509 million in anticipated investment and the creation of nearly 1,000 new jobs. The projects are:
- Project Blackbird — $215.9 million investment, 702 jobs
- Project Strong — $47.5 million investment, 200 jobs
- Project Bolt — $50 million investment, number of jobs unspecified
- Project Double Eagle I — $102 million investment, 50 jobs
- Project Double Eagle II — $93.9 million investment, 150 jobs
Company names involved in the projects must be made public prior to the third reading. These items will go before County Council for final approval Dec. 3.
Second approval: Bond issue for Greater Greenville Sanitation District
Council approved an ordinance to issue $34 million in general obligation bonds for the Greater Greenville Sanitation District. The funds will be used to support the design, acquisition, construction, equipping and furnishing of a new administration and operations center for the district. The money will also be used for a maintenance facility, fueling stations, a waste transfer station, truck wash facilities and equipment storage.
During a public hearing held before the vote, six residents spoke against the bond issue. This item will go before the County Council for final approval Dec. 3.
Other items
- Council approved second reading of the transfer of ownership and operation of Poinsett Park, Gateway Park and Trailblazer Park to the city of Travelers Rest. This item will go before the County Council for final approval Dec. 3.
- Council held over a vote to sell a 5.3-acre, County-owned parcel on Chapman Grove Road in Pelzer for $122,000. This item will go before Council for second reading Dec. 3.
