A ribbon cutting was held May 30 celebrating the completion of The Sullivan, Greenville’s largest affordable housing project in over a decade.
The apartment complex, which opened in 2023, includes 180 units spread across five buildings. The housing is reserved for households making under 60% of the area’s median income, approximately $53,000 and below.
Schaumber Development and Douglas Development partnered to develop the project. NHE manages the property. The development is located at 6001 Jacks Lookout Road, near the intersection of Farrs Bridge and Sulphur Springs roads in Berea.

Greenville’s affordable housing efforts
Drew Schaumber, a principal with Schaumber Development, said The Sullivan is different from the other projects they have worked on.
“The community offers amenities, quality and convenience, while providing residents with privacy, peace of mind and proximity to great schools,” Schaumber said.
The Sullivan includes one-, two-, three- and four-bedroom floor plans ranging from 900 to 1,600 square feet. Schaumber said the apartment complex is fully leased. It features a resident clubhouse, business center, onsite laundry facilities, fitness center, outdoor pet area, pool and more.
Community social services program
Residents also have access to the complex’s community social services program. The pilot program is led by Lorain Crowl, owner of Leadwell 360, LLC, a Greenville-based consulting firm.
“The program is not only designed to assess the needs of the residents and help connect them to community resources like household essentials, financial empowerment classes, job training, and childcare, but to also create events that bring the community together,” Crowl said.
Construction of The Sullivan was financed through investments from RBC Capital Markets, JP Morgan Chase, Stufel Prudential and CommunityWorks. South Carolina State Housing Finance and Development Authority also granted 4% bonds and low-income housing tax credits for the project.
“With The Sullivan, we are showing that affordable housing can be high quality and can be created in Greenville,” said Holly Douglas Schaumber, a principal with Schaumber Development.
Award-winning
The Sullivan earned the 2024 CoStar Impact Award for multifamily development of the year. The apartment complex received the award for helping address Greenville’s need for affordable housing and its high-quality amenities, location and design.
